Description

Position Purpose & Summary

Responsible for corporate material service (CMS) procurement to execute a RFx (3 bids and a buy) for purchases, with basic responsibility of coordinating PRTP process, monitoring supplier performance about cost, delivery & quality.

Principal Accountabilities

60%:Manage/execute procurement processes

Focus on non-strategic spend and suppliers; Conduct tactical RF(x), 3-bids and a buy for spot buys; Negotiate medium term agreements with low spend,

Work with operation team and support them if any supplier performance issues

Identify and implement improvements for procurement transaction processes within the business

35%:

Catgory Management & Supplier Management

Supplier Management: FOCUS ON CMS Category

Supplier selection: collecting supplier bids and perform analysis of results to make decision with stakeholder (e.g. determining best value supplier from multiple quotes)

To negotiate contract terms and conditions

Build win-win relationship with key suppliers

Contact supplier and identify variances with supplier contract terms & conditions (systematic quality or service problems, etc.), work with other function teams to resolve supplier issues

Escalate more significant issues to Strategic Sourcing for the Global selected suppliers

Regularly review the performance of key suppliers

Align service level agreement with suppliers and conduct provide SRM to non-strategic suppliers, including review of performance measurement with suppliers and action plan to improve

Conduct supplier qualification

5% : Procurement Reporting & Tracking

Track and report based on aligned performance metrics, including value captured: to submit the monthly KPI & value (saving) status to management

Education, Experience, Skills

Required Qualifications

  • Bachelor degree

  • 3-5 years procurement experience

  • Familiar with bid process, included but not limited to pre-qua, compile RFP documents, bid open, organize clarification meeting, support evaluation

  • Experience of how to deal with supply market, supplier management and cost drivers is a must

  • Experience in plant procurement environment will be preferred

  • Good negotiation skill with supplier

  • Good interpersonal skills with ability to:

  • Engage, communicate & influence project stakeholders

  • Establish trust & credibility with BU stakeholder & other functional stakeholders

  • Good analytical, business process & problem solving capabilities

  • Good skills of ERP system and MS applications (especially for excel, word)

  • Ability to multi-task and pressure

  • Demonstrated ability to track and manage supplier performance

  • Good written & verbal communication skills in English

Preferred Qualifications

  • Bachelor or Master degree in Engineering (Mechanical/Electrical/Construction) /Procurement/Supply Chain etc.

  • 3 years procurement experience, MRO or construction service will be prefered

  • Familiar with bid process, included but not limited to pre-qua, compile RFP documents, bid open, organize clarification meeting, support evaluation

  • 3 years procurement experience in multinational company major in MRO/ base project

  • Experience of how to deal with supply market, supplier management and cost drivers is a must

  • Good skills of ERP system and MS applications (especially for excel, word)

  • Experience in plant procurement environment will be preferred

  • Experience of sourcing will be a plus

  • Good negotiation skill with supplier

  • Good interpersonal skills with ability to:

  • Engage, communicate & influence project stakeholders
